Terms of Reference: M&E cum MIS Specialist [SBM (G)]
[For implementing Swachh Bharat Mission (Gramin) (ODF Q&S, ODF PLUS, SLWM & GOBAR-DHAN SCHEME)
Purpose/ Background/ Objective
Under the Swachh Bharat Mission, Government of India
has emphasised that the highest priority be accorded to
rural sanitation to promote cleanliness, hygiene and on
elimination of open defecation for improvement in the
quality of life of the rural population.
The World Bank has sanctioned the Punjab Rural Water
and Sanitation Sector Improvement Project of India with
an objective to improve water and sanitation service
levels, reduce open defecation, and strengthen service
delivery arrangements in targeted villages of Punjab.
Department of Water Supply and Sanitation Punjab are
executing the aforesaid World Bank Project in Punjab.
The project is scheduled for 6 years from 2015 to 2021,
and its implementation has already commenced in all 22
districts of the State of Punjab.
Educational Qualifications
Essential
a) A post graduate degree in Statistics/Social

Experience Requirements
Essential
a)At least 5 years of experience in monitoring &
evaluation of social sector projects, monitoring &
evaluation of MIS systems, data analysis, database
applications with capabilities to generate customised
reports and compilation etc. in Government or nonGovernment
organisation.
b) Knowledge of evaluation, monitoring and appraisal of
Rural Development Programmes.
Desirable
a) Familiarity with programming language like PHP, Dot
Net, and JAVA will be an added advantage.
b) Experience of working in complex, multi stakeholder,
fast moving environment and ability to work under
pressure, respecting strict deadlines and multi-tasking.
c) Experience in developing monitoring and validation
systems with evidence based learning’s.
d) Familiarity with monitoring & evaluation indicators.
Key deliverable s
a) To strengthen monitoring platforms of SBM Punjab,
SBM-G, through real-time monitoring of processes and
results and contributing to decision-making for course
correction.
b) To ensure that a robust knowledge management
mechanism is developed, rolled-out and disseminated for
SBM-G, enabling improved planning, implementation and
mid-course corrections for achieving results, based on
SMART indicators.
c) To develop M&E framework for effective utilisation of
data available on GOI & SBM Punjab IMIS.
d) To provide support in mapping of MIS data of GOI
IMIS & SBM Punjab MIS.
e) To facilitate meetings, workshops and coordinate with
web developer and other functional team for planning,
designing/development, and implementation.
f) To maintain SBM Punjab MIS and assist the DWSS IT
Cell for its integration with the DWSS MIS
(www.pbdwss.in).
g) To ensure monthly/quarterly analysis of progress
reports, with qualitative interpretation of trends,
bottlenecks, and issues requiring corrective attention.
Other deliverables
a) To develop and interpret district report cards
(monthly) of SBM-G for all districts as well as the State
and suggesting action to bridge gaps.
b) To analyse physical and financial progress, IVA
reports and prepare status report for SBM (G) meetings.
c) To critically analyse the gaps and suggest solutions for
improving existing MIS application.
d) To undertake planning and development of modules,
reports in SBM Punjab MIS.
e) To identify & flag gaps in MIS and develop effective
solutions for improving existing MIS application.
f) To develop indicators, related targets, sampling
procedures for supplementing M&E process of
implementing partners and other stakeholders.
g) To liaison with State, Government of India officials,
technology partners and other stakeholders for
development of a strong monitoring network.
h) To assist in organising review meetings, seminars,
workshops, on M&E aspect of the SBM (G) program.
i) To provide capacity building support at the state and
district levels on M&E for SBM-G.
j) To analyse and evaluate data to ensure achievements
of objectives and develop presentations and written
products on the findings.
k) To facilitate learning-oriented analysis and
presentation sessions of M&E data with multiple
stakeholders.
l) To have familiarity with and a supportive attitude
towards processes of strengthening organisational M&E
and reporting capacity.
m) To prepare consolidated final report including
identification of problems, causes of potential
bottlenecks in implementation, and providing specific
recommendations.
n) To promote a results-based approach for monitoring
and evaluation, emphasizing results and impacts.
o) To include a sustainability plan for the project
activities in the final report and an exit strategy that
guarantees the sustainability and continuity of activities
inside the communities.
p) To attend various capacity building
programs/events/workshops carried by State and
Central Government.
q) To undertake any other tasks as may be assigned by
Head of Department.

Remuneration
a) Rs 1, 00,000/- per month negotiable depending upon
qualification, experience & skills (including
communication allowance).
b) Travel reimbursement as per Punjab Government TA
Rules.
Age Requirements
Minimum Age: 35 years
Duration of Appointment
Initial appointment shall be for a period of 12 months (it
can be further extended based on performance).
